Dr. Bill Bersing, IPS founder and General Manager, is an experienced Senior Program Manager, Project Manager, and Construction Manager. His experience in the construction industry spans more than 25 years and began in the field and as a Project Engineer before moving into management roles, encompassing almost every conceivable situation in the public and private sector arenas. His experience on complex vertical buildings, transportation, US Military construction programs, healthcare and aviation projects, in conjunction with his knowledge of change order and claims has proven him highly qualified to protect the interests of his clients. Leveraging extensive experience developing Construction Management Information Systems and leading construction management personnel on billion-dollar construction programs and projects around the world, he is a valuable asset for companies working on pursuing large construction contracts, construction program management, scheduling issues, strategy around risk of moving into a new market, or on reorganization of processes and procedures. His broad areas of expertise include business development, contracting, organizational leadership, global operations, construction management services, quality control, crisis management, personnel management, qualitative research studies, big data, engineering construction design, and strategic planning in the construction industry.
Dr. Bersing’s project experience also includes significant interaction with an array of outside organizations which has afforded him the necessary skills to represent the client relative to public relations as well as interdepartmental collaborations with owners, subcontractors, and other stakeholders. Dr. Bersing has consistently been able to raise the standards of safety, quality, efficiency, productivity in addition to maintaining the relationships of the client and its associates. This is attributed to his knowledge and success in the construction industry. Dr. Bersing has worked with a variety of different organizations affording him the opportunity to perform work in various markets.
Bill holds a BS in Civil Engineering from the Virginia Military Institute, an MS in Management Information Systems from Bowie State University, and a Doctorate of Management (DM) in Organizational Leadership from the University of Phoenix. He has been a Board Member with the American Society of Civil Engineers Region 10 and is an Advisory Board Member with the United Nations International Resilience Center. He is a Registered Professional Engineer (PE) and a Certified Construction Manager (CCM).
